Todd Matsumoto appointed Chief Constable of Surrey Police Service
The Surrey Police Board has appointed Todd Matsumoto as Chief Constable of the Surrey Police Service (SPS), effective October 30, 2026.
Surrey Police Board Chair Perm Jawanda said the board is confident Matsumoto is the right person to lead the organization as it continues to build a strong, modern and effective police service for Surrey residents.
The appointment follows a national search led by an executive search firm. The process included consultations with community members and stakeholders to gather input on the challenges facing the police service and the qualities desired in its next chief.
Matsumoto brings more than 30 years of leadership experience in municipal policing and public safety. Over the past several years, he has held leadership positions in several major initiatives in the history of SPS.
He said it was an honour to continue serving and leading the police service, adding that its greatest strengths are its people and its relationship with the community. He said his priorities would remain transparency, consistent communication and relationship-based leadership.
Matsumoto became Interim Chief Constable in June 2026, during a period of significant organizational change. According to SPS, he helped bring stability, strengthen relationships and played an important role in successfully renewing the collective agreement with the Surrey Police Union.
Surrey Police Union President Sergeant Ryan Buhrig said the union believes Matsumoto is the right person for the position and described his appointment as a positive sign for the future of SPS.
