High-Risk offender Leonard Michael Ramstead to reside in Surrey

Surrey Police Service (SPS) is informing the public that high-risk offender Leonard Michael Ramstead will be living in Surrey after being released under a 10-year Long-Term Supervision Order.

Police said Ramstead, 58, has previous convictions for sexual offences involving children and is believed to remain a risk for violent sexual offences against children.

Ramstead is described as a 5-foot-7, approximately 235-pound White man with brown hair and blue eyes. He usually has a beard.

His supervision order includes several conditions, including bans on consuming alcohol or drugs, contacting previous victims or their families, and having contact with children under the age of 16.

He is also prohibited from entering, being near or being around locations where children are likely to gather, including schools, daycares, parks, playgrounds, swimming pools and recreational centres. He is not allowed to work or volunteer in positions involving trust or authority over children under 16.

Ramstead must follow a treatment plan, report his relationships and any changes in their status to his parole supervisor, and live at a residence approved by the Correctional Service of Canada.

He will also be subject to electronic monitoring.

Investigators with the SPS Major Crime Unit will continue to monitor Ramstead. Police are asking anyone who sees him violating his release conditions to call 911 immediately.
