York Police Seize $3 Million in Drugs in Dark Web Investigation Dubbed Project Ghostwire
York Regional Police say five people have been charged following a months-long investigation into drug trafficking through Dark Web marketplaces and encrypted online platforms.
Dubbed Project Ghostwire, the investigation was led by the York Regional Police Guns, Gangs and Drug Enforcement Unit and Cybercrime Unit, in partnership with Criminal Intelligence Service Ontario.
According to York Regional Police, their investigators identified a high-volume online vendor selling cocaine, fentanyl, heroin, methamphetamine and other controlled substances, with drugs ranging from street-level quantities to bulk orders of up to one kilogram.
Search warrants executed on February 20, 2026, including at a Mississauga residence, resulted in the seizure of approximately $3 million worth of drugs. Police seized more than 5.5 kilograms of fentanyl, 5.5 kilograms of methamphetamine, 3.5 kilograms of cocaine, 4.5 kilograms of ketamine, 700 grams of heroin and 5.4 kilograms of MDMA, along with other controlled substances.
Police also seized a carbine assault rifle and ammunition, approximately $200,000 in cryptocurrency, $200,000 in Canadian currency and more than $1 million in alleged proceeds of crime, including luxury vehicles and watches.
Those charged are:
Cedric Olipano, 38, of Mississauga: 9 counts of conspiracy to commit an indictable offence, 9 counts of trafficking in controlled substances, 10 counts of possession for the purpose of trafficking, careless storage of a firearm, possession of proceeds of property obtained by crime over $5,000, two counts of possession of a prohibited weapon, possession of a prohibited firearm without holding a licence, unlicensed possession of prohibited ammunition, unlawfully producing a substance, and possession of equipment for use in the production or trafficking of a controlled substance.
Lexia Oliver, 23, of Toronto: 9 counts of conspiracy to commit an indictable offence, 9 counts of trafficking in controlled substances, 10 counts of possession for the purpose of trafficking, careless storage of a firearm, possession of proceeds of property obtained by crime over $5,000, two counts of possession of a prohibited weapon, possession of a prohibited firearm without holding a licence, unlicensed possession of prohibited ammunition, unlawfully producing a substance, and possession of equipment for use in the production or trafficking of a controlled substance.
Pui Yan Lai, 42, of Oakville: conspiracy to commit an indictable offence.
Benjamin Cuenta, 34, of Vaughan: conspiracy to commit an indictable offence and three counts of possession for the purpose of trafficking.
Sierra Boudreau, 27, of Brampton: conspiracy to traffic a controlled substance and three counts of possession for the purpose of trafficking.
Police say the investigation was supported by funding from the Ontario Ministry of the Solicitor General.
